Whose responsibility is it to empty the dryer lint: the person who's about to start a load or the person taking theirs out?

"person taking theirs out" is wrong. You get lint on your fresh clean clothes.
clean lint before putting in wet clothes & any lint contamination is filtered and trapped in this drying cycle;
