I like it as pedal assist only. Feels safer and more controlled to this terrible cyclist.

I love my pedal assist Haibike and would be worried that dropping the requirement would cause bike lanes to fill with electric motorcycles :-/

I can see this concern. I don't mind a bicycle speed limit — but I think (especially in SF) I'd like to see a bit more available torque.

Fair. I must say I modded my bike - crashed at 25mph and broke my shoulder. So, I am probably biased. I used to commute from the city to our office in Redwood City 3 days a week on it - and am all for better mobility solutions
