How is it acceptable to use a framing that's worded as though real people, human beings, are equivalent to some sort of detritus?

For two days in a row now I have bicycled past places where the people with little hope or opportunity live, and seen multiple squad cars dispatched, officers milling about and taking photos of the needy with their phone cameras, presumably to log their scores. It hurts to see.
