Gauge or Absolute.
Gauge is relative to ambient and absolute is relative to a perfect vacuum.
Don't believe what the gauge says, they're indicators of 'some' pressure. 
'Standard' pressure varies according to which 'standard' you're using.... but generally 1013.25hPa.
Depending on what's in it, it could be measured in both gauge pressure and standard pressure
It's actually pounds-force per square inch, gauge. The gauge is measuring pressure, so you need pounds-force which is a measure of force, not the pound, which is a unit of mass.
