the only reason Terra doesn't have IBC contract is that when it launched, IBC integration in CosmWasm was still in an experimental stage, and they wanted to be risk-averse. so the IBC feature was disabled

hard to say... Terra runs CosmWasm 0.16 which i don't know if supports IBC. if yes then it's probably doable. it we have to upgrades to CW 1.0 it'd be much more difficult because CW 1.0 is not backward compatible, and all contracts need to be re-deployed

CosmWasm v0.16 has IBC support, shouldn't be hard to upgrade the module in-place.

This is the minor effect.
The major effect is a composeable network of contracts talking to one another over IBC with full logic capabilities.
