Is this even possible to do? Governance votes is done in a separate platform and how can the process to check whether a piece of code obeys the governance votes or not in an automated fashion?

This is totally doable, but it's definitely some engineering work. But I can't think of a better idea to secure decentralized governance on-chain

That depends on what the vote is about, you can test for parameter change proposals with a software, but it will be challenging to test for ideas like pushing forward UST adoption on Fantom. Nothing is impossible, Trust me i'm an engineer.
