I disagreed with ANC reduction and I think you are right, too many scam proposal and it needs only one to get missed.
I think we should be able to punish creators of these proposals. If they have any other funds, confiscate all of it.
Refunding deposit if quorum is met is also bad design. Vote "no" on the scam but in doing so help the scammer meet quorum requirement to get refund of deposit. Need "no with veto."
