Great question, here's what that process looks like.

Need to incentivise governance voting. Extreme solution maybe only distributing staking rewards to those making minimum votes etc. what do people think?

The way I see it voting has costs (Time / Gas) but no benefits right now. How about wallets who vote to whitelist get a free mint of that mAsset of $XXX amount or something else sufficiently small to compensate for costs of voting?
