So, recall that the chain MIR tokens originate from is Terra, and these tokens are bridged to Ethereum via a bridge called shuttle. Shuttle is centralized, and therefore can issue “wrapped MIR tokens” on ethereum side

what's stopping someone with the address from just minting a bunch of tokens?

Thats fair - we are waiting for a more decentralized bridge to launch at beginning of next year, at which point we plan to propose a migration to that bridge.
We are building a protocol that can bridge multiple chains in a fairly decentralized manner.
