I think the major difference is that Libra is backed by fiat money, and Terra is not backed by fiat but depends on the algorithm to maintain its stability.

Correct. And not having to be fully fiat-backed gives us access to seigniorage, a key adoption driver for Terra payments (see below)

Possible! Several validators, including our own, are submitting moving average votes, thus smoothing out volatility. But you are right liquidity needs to be improved.
