They disrupt normative psychology, upon which many of our institutions and social norms depend. Better to ban them than to risk the social destabilization that mass use of them could entail. (n.b. I don't agree, but that's the fundamental argument.)
Naturalistic bias (as in a correction, not as in an error): it is better not to disturb the equilibrium of the human mind or body without a good reason. Risk aversion: potential massive downsides, no clear upside. How many alcohol related deaths every year?
