very true in most cases, but there's also paralyzing anxiety I wanted very much to do something, but was too afraid and when I entered a relatively anxiety-free period of my life I did it and greatly enjoyed it

the "all else being equal" is doing some work here. let's say you want to do a number of things and some are harder or more uncomfortable than the others, you might just do the easy things over and over

The only things I *notice* wanting to do are the things where some complicating factor is stopping me. All the things with no complicating factor, I've done.

Supposition: the experience of "not being able to do what you want" is the friction with the complicating factor, and there's no corresponding experience for getting to do what you want.

What should I call it instead when I have the feeling I would previously have described as “wanting to do that thing”?

See what’s really true in the moment. “It would be advantageous to do this”. “It would be smart to do this”. “If I did this is have a good cv” etc. Just don’t confuse yourself that you “want” to do it, you don’t, it will take effort.
