I believe it’s 4.7 weeks (5 day week x 4.7 = 23.5) and yeah the bank holidays are always on top of that

5.6 * 5 = 28 days. This includes bank holidays.

Relevant sentence: An employer can include bank holidays as part of statutory annual leave. There are 8 bank holidays per year, so this is 20 days holiday + bank holiday. 25 days holiday would exclude bank holidays, so actually means 25+8 =33.
