Not really sure why the unregulated purely-governed-by-markets sectors are getting financial help either. If the business is not resilient to once in 20 years black swans, you’re supposed to fail. Aren’t you?

With population of 66 mil, that's ~5k/person/year If you double that, it could be a pretty reasonable UBI

Otoh it doesn't "cost" anything, it doesn't consume resources, it just redistributes them (putting aside actual administrative costs)
