While Democrats failed to flip any of the state legislative chambers they targeted, 2020 is not a full repeat of 2010, when Republicans took control of state legislatures across the country. There are Dem governors in WI and PA. An independent commission in MI is drawing the map

And voters in many states, including Ohio, Colorado, Utah, Virginia, passed reforms to take some of the partisanship out of the redistricting process

No mention that NY has supermajorities to override the current nonpartisan process? Also, the legislatures in KY, MD, and KS have supermajorities that can override the gov vetos on maps. Might want to note that in your partisan control map...

This is how Republicans came to control many state legislatures back in the 90s and 00s. Dems gerrymandered in states like NC, but then were shocked to find voters they considered rock solid Dems didn't like their party's national agenda.
