    There is no legal restraint to the president’s authority to issue a valid order to use nuclear weapons—especially not SECDEF. NMCC just needs to validate and authenticate POTUS and the system is designed to execute the order.

    But the SecDef is the only legal impediment to the President's use of nuclear weapons. Mattis's replacement may be a howling monster.
