Looking at this data quickly, I think the answer is "Yes". Years with high(/low) net exports tend to have smaller (/larger) net exports the following year.

Economists should have to pass the Krugman Test before opining on trade and tariffs. It's a simple test: "Was Paul Krugman correct when he wrote in the American Economic Review in 1993 that 'trade deficits are self-correcting' and, if not, why not?" Amazing how many still fail.
