YouTube adjusts the video quality to help improve viewing conditions – i.e. when there’s a slower internet condition. You can still change it yourself from the menu settings then select quality: https://yt.be/help/JXPZ . Let us know if this isn't the case so we can further check!

The thing is, this only happens when I'm watching a minecraft video. (like the 2 screen shots I've shown) all other kinds of videos don't do that. Atleast not as frequent or as bad as the ones shown.

Seems like either you need to update your graphics card driver (e.g. check with Nvidia, AMD or Intel drivers site; I don’t know which graphics card you have) Or you disable hardware acceleration for your browser (but that will be slower). Or switch to a different browser.
