Because you DO need to recognise when containment has failed and to use the last resort option. The UK government acted late.

Wouldn’t expect that from WHO. shame the Gov have failed track and trace.

I agree with this. Lockdown is an emergency measure for when things are rapidly escalating out of control (I.e. when the government are at risk of losing control). A proper system to test-track-trace-isolate is essential and the UK government have dropped the ball on this one.

Exactly. Politicians and public sector workers don't understand because their ivory tower hasn't crumbled yet. But the poor will be suffering like never before
