You are correct, Madam Speaker. I helped negotiate language in Arms Trade Treaty on behalf of Amnesty International, informed by my 25 years of experience in USG. Arms Trade Treaty is sane, common sense. Has ZERO impact on ability of US citizens to buy and keep arms.

Purpose of ATT is to require nations NOT to recklessly sell small arms to nations that are likely to use them to commit atrocities. It requires nations to license exports (like we already do!), and to be careful about the buyer. It’s about reducing violence against civilians!

I don’t know how else to put this: If you are against the Arms Trade Treaty, you either don’t know what it says, or you SUPPORT exporting weapons without license to countries likely to use those weapons to commit war crimes and crimes against humanity. It is that simple.
