This is not a content problem, it's a Valve platform problem and it's been happening to smaller VN publishers for years. It's only going to get attention now because they shot down something from a larger publisher like Spike Chunsoft, but I doubt it'll get fixed.

Either someone specific at Valve has an axe to grind with games that have a certain kind of aesthetic, or there's an informal company policy leading to consistent rejection of most VNs with a school setting. Chaos;Head is far less explicit than many games on the Steam platform.

I think the most amusing thing about Chaos;Head Noah being banned on steam is that all the people who aren't in the know about how unfair Valve is with weeb stuff are just going to think C;H has SUPER EXTREME content and that it must have been justifiably nixed.
