Honest question: why is weed is on the athletics anti-doping list. Isn’t it the opposite of performance enhancing?

Healthier than most drugs to help with recovery time, so unfair advantage if everyone can't use it since it's illegal in most of the world.

Yeah I imagine this wouldn't work well currently in the Philippines or Singapore.
