Can someone explain to me whose legal responsibility it is to clear the sidewalks/pedestrian crossings at intersections in NYC?

like, i'm talking the bits where you cross the road – typically right next to a bin, traffic light, etc – where you disappear

gotcha - yeah the sidewalk thing is bad enough (I find it so weird... how is some of my rather high NY tax not used for that?)
