2 reasons: 1) if dabuz throws a pikmin and it lands on G&W he can release the charge and extend the hitbox on the up smash for a LOT of (invincible) frames. 2) to bait out a response from dabuz and punish accordingly , G&W up smash has a long windup but low recovery time.

If you've ever watched how Meta Knight players use forward smash, it's the same idea, in fact the windup/cooldown on both moves is almost exactly the same other than G&W having 3 frames shaved off of the windup time
