2/ This year’s @hpg_odi's independent review of the #GrandBargain will say that after 5 years there is no evidence of humanitarian action becoming more demand-driven, blaming a deficit of political prioritisation -as the timing of the ERC's ICVIC proposal on accountability shows!
3/ If we genuinely care about supporting crisis-affected people to act as agents of their own futures, we must go beyond “how can we put people at the heart of our programming” and support people to raise their voices, organise, understand & claim their rights.
4/ Participation is not about a community engagement 'project' - it must take many forms, starting with wider understanding & acting on the wider priorities of affected communities, and seeing assistance as part of a system of support
5/ The ERC's proposal has been criticised for being top-down, but it is clear that aid agencies need to be compelled, rather than encouraged, to put people’s needs first and to listen more to their priorities through higher financial and reputational consequences
6/ We must provide more opportunities for affected people to exercise power DIRECTLY through advancing local humanitarian action, hiring more national staff and advancing area-based coordination
7/Dev actors have been 'doing' participation for years. Humanitarians should see their work as part of this, where supporting community voice, leadership, solidarity and a flourishing civil society is an important end in itself; not just a means to improve programme delivery.
8/ Finally, participation is a bit of an add-on in current proposals for the next #GrandBargain. Its scope and ambition need to be clarified, and matched with political buy-in. Humanitarians need to go beyond talking about a revolution
