    The trickiest part of the last 24 hours has been reconciling what we know about MTA capital program inefficiencies and waste with this opaque, personality-driven, procedural mess. The new plan may be better, but the process is all wrong, which makes it hard to have faith in.

    On this day in 1966, the Canada Pension Plan came into force for the first time as a response to growing poverty among retired Canadians. The CPP was originally financed entirely by payroll taxes levied on employers, employees and the self-employed.
