Your video actually shows that this could be operator error. When not in use these tower cranes have reduced braking so they can swing/rotate freely and not fight the wind. Just before it fell you can see this crane is facing against the wind unlike the one to the left of it.
One of your journalists at CBS should be looking for the operator and his NCCCO certs. Those families would like some answers and he/she could be found negligent
