It's a "man facepalming" emoji. Men really do say ridiculous, insulting things to women every day, often assuming that they can't possibly be competent in male-dominated fields. The context could be anything from "casual chat at a party" to "she was interviewing him for a job."

Really. Well if that's so wherever you are then it's a tragedy. But in all my time in the world of work and life I have never, ever, heard anything as egregious as what the OP said happened. So either I'm deaf and blind or I live in some kind of parallel universe.
