I don’t think that’s it. 5 keys - 1 per covenant and then the arbiter, but he needs 3 more which implies that he doesn’t have anything from the rune carver/primus (pretty sure it’s same person) or the Arbiter ... But. She did usher them in at 3rd death which already happened...
The Jailer is supposed to be looking for something in Korthia. Has to be another key, (unless he's drowning in currencies like we are

And ... I think the 5 keys might have been the pillars of creation in legion. I also think, now we know Denathrius is the Dreadlord daddy, we need to account for Dreadlord messing in all areas of the cosmology, which could include the void and the old gods...
I thought that at first. But not sure why Ilgy would be whispering about the Legion. Death seems more like something he might care about - at least one of the Old Gods identifies with Death, though which escapes me atm...
The three deaths always pointed to Sylvanas, but the key part was missing. Now I think we have the whole story and you are, indeed, correct.
The Jailor says in the cinematic that "3 keys remain" - so yo could come up with some combination of keys there. Sylvannas has already died 3 times (arthas, after killing arthas, godfrey). @PyromancerSarg could probably provide something more clear in response to your theory.
To go with the theory, if Denathrius didn't already hand over his 'key,' I'd be willing to bet it's the medallions combine to make it. I thought of this, it'd be interesting, IDK if I buy it.... What if the Arbiter is not an eternal one and just a construct?
The medallions make a lot of sense. I agree that the Arbiter is a construct. I've seen the idea before, and it makes sense. If the Arbiter had a key, I think the brokers stashed it in Korthia (not knowing what it was), that's why the Jailer is pulling that realm into the Maw.
