This is the best take on this whisper I've read so far. I can see this one being the case. Right now I can't think of anyone else that really fits at all.
I always figured it was Azshara - her characterization pre BfA was pretty "blind" - she thought Sargeras was going to be her husband - and she operates in the deep. I'm not sure where the sceopter comes in though.

That's the biggest reason I think Sylvanas. She literally weilds a weapon made of bone. Not a scepter, but I can't think of anyone else.

My question would be "What scepter of bone?" if it was Azshara? That was my biggest sticking point with this one.
