Literally went through the same thing yesterday, no option to skip that scenario on Horde even though I've done it before

There is. So once you’ve talked to the first guy and done all of armor and weapon polishing and turn in that quest, go back to the guy that gave the quest near the entrance and he will give you the option to skip it.
