Legion is the best because Val'Sharrah. Poor Ysera. But honestly, from what I've seen it has the most replay value of any expac because of the class halls. I'll be revisiting it on every class, which I can't say for any other expansion.

I mean that's still subjective. Ysera's story is sad, sure, but I personally don't care for Val'sharah and wouldn't expect anyone to equally care for Icecrown, for example. I do love the class hall stuff, that was my favorite thing to do in Legion content.

I get your point re subjectivity, but it does seem to be a fairly widely held opinion that Legion was right up there. What's interesting is that Blizz probably holds the data to tell us categorically which expansion's content gets the most play overall. I'd love to see that.
