What is the best example you can think of where a government has made a long term strategic investment in a particular (preferably unlikely) future outcome? Did it pay off?

from what I've read, the fact that silicon valley as we know it sprang up the way it did was largely an accident of a long term consistent and big spend on defence research

Consistent long term tactical actions do have a tendency to lead to emergent strategic victories.

Oh, good one. What do you think, was that a good bet or a bad one? I'm tempted to put it in the good column.

I could give a contender for the _worst_ example in the way waterways in northern Sweden were straightened and widened (from their natural courses) in the 50s to help floating lumber. Lumber started being mainly transported by road/rail just years later,.
