I think developers have a leg up on everyone else for SEO, because they know how to read/write the code in a page and understand machine interpretation and workings of pages. But you could argue that marketers have a "leg up" on marketing, PR folks for links, designers for UX and so forth, just as easily. "Good SEOs" have built from a specific core specialty but understand the whole spectrum IMO
I agree that every specialty brings its strengths. Maybe a better way of putting it is: if you lack technical knowledge, it can be a little harder to understand how search engines work, how to diagnose unintentional technical impediments (had plenty of those!), etc.
