still optimistic in that there's a huge delta between good and bad web developer practices and tooling. Years of cleanup ahead before we hit a wall that could be blamed on the platform.

Absolutely. Though we can't forget that many new devs are being taught bad practices at this very moment. I which browser would shout out loud of the site is behaving poorly as soon as Dev consoles are open. Because even bad web devs do console.log And same goes for nodejs.

I've so much mixed feelings about this. The websites should be smaller, but who is providing devs with humongous frameworks? Everything should be fast, but who is allowing caching and special ranking in gsearch to AMP only? Who is encouraging full APPs on the web?

I really like the work you guys are doing. Everything we built tries to use the best practices out there today. But all the sites that were built yesterday will not be magically updated. IMHO, you should talk to npmjs, and all major frameworks and libs to advertise and teach devs
