The only way in which web standards could truly be "public domain" is if they either exhaust all copyright/patent protection (a near impossibility) or were produced as the exclusive work product of the US Federal Government.

Hmm, I was not aware of this policy in US. There is the CC0 copyright waiver. Is this not a viable alternative to an actual license? It seems to be equivalent to designating work to be in the public domain in the US. (Unsure if internationally recognized.) https://creativecommons.org/publicdomain/zero/1.0/ …
