I don't think this a new problem. It has existed since the beginning of the Web. UA-sniffing, mobile space underestimation, performance underestimation. In the beginning of the web, we used more CSS and HTML; those *can* be slow, but JS has an asymmetric cost as it camps out on the main thread.
