Okay, pretty sure I've got spec'd out a thing that will work for bicyclists to report cars parked in bike lanes by opening browser &uploading picture (done!) Grabs location and date/time data from Exif, uses OpenALPR to read plate, submits to city via 311 API.
I support getting that back via user opt-in. Geolocation API is good for that.

Yeah I was thinking same — it should be a file upload (well, getUserMedia with format=image) for the pic, and use geolocate API for position. Main cost is user story implies they use it *on site*, rather than submit pic later. Any other browser issues like this I should know?
