This part is a hand-me-down from 2014, and it hasn't aged well. Random guess why it's clocked so low: it's built on the 28nm process that had ALL the electron-voltage leakage.

There are roughly 2 ways to get lower power consumption: move to a smaller process (state-of-the-art is 10nm) or lower the clock rate. Guess which one is cheaper?
