From reading the blink source code for this (which is spread across 20 files and very confusing) it seems like they CAN go through the in-memory cache, but developer tools suggest it never does. On the other hand the timing data is different ('stalled' not 'content download')

So blobs are slow, indexeddb is slow and data urls are too slow. I moved on to link rel=prefetch and link rel=preload, but neither of those seem to work. In both cases the files load from disk cache every time, and preload spits out warnings about how file wasn't used. Ideas?
