Is this also an issue after app initialization? I meant that instant UI feedback and Ajax calls are much faster than full page loads.

Ajax calls *might* be faster, aren't always, particularly if you're paying for a heavyweight JS bundle. See: https://infrequently.org/2017/10/can-you-afford-it-real-world-web-performance-budgets/ … Basically, you'll never hit the 2s return visit target w/o a SW.
