Is it dismissable? If so, once dismissed, how do you get it back? If not, it'll probably get in the way, since people won't need it 99% of the time. I find the fixed "WhatsApp Web is running" notification hugely annoying.
Ultimately, allowing a web app to go full-screen necessarily removes native UI for loads of things: viewing/manipulating URL & SSL cert, printing, sharing, find-in-page, etc. It's up to the app to add them back in some way (print & share obvs have pretty easy APIs)
