You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more
I guess. Doesn't really make me want to make it easier, though. Also, background script tends to get throttled which makes it harder to do this in script. This tweet suggests these events are being fired rapidly in the background.
We throttle background work of all varieties. This shouldn't be different.
