Each of the frameworks in which that componentry is developed turns into a pool with VERY high walls.

None of the GWT widgets were re-usable in Closure apps (or vise versa). Same with Wiz, same with Angular, etc. etc.

Oh no, not at all. Google has dozens of web properties. Closure predated GWT, different teams made different choices.
