If your users are *all citizens and residents*, then delivering your services via native app is a choice to exclude some segment of them...

Infrequent tasks should be handled in a well-designed web application and not an application.

If there was ever a case of infrequent use it would HAVE to include interactions with your local government, if not they are doing it wrong.
