The thing that isn't mentioned here (and may not be obvious) is eviction granularity.

Unlike HTTP cache, you'll never lose half your Cache resources to eviction. It's all-or-nothing (like all other programmatically storage)

This is a *HUGE* and fundamental difference. Because you know that what you put in Cache is still there, can build reliable experiences

...and this is only possible because Cache API is not subject to shared-storage (granular) eviction
