Safari is actually ahead of Chrome in terms of ES2016+ implementation.
...but it depends on the WG and what a WD means, which varies widely between W3C groups. Again, this isn't easy to compare (the main point)

To be fair, I'd say that USED to be true. The WHATWG working mode is more conservative now than it used to be.
