How is it able to trigger “Add to home screen” on page load of first visit?

It was featured in the #ChromeDevSummit keynote, so Chrome may be (temp.) promoting it in some form #ConspiracyTheory 
afaik, they're a/b testing how quickly that prompt comes up, so, sometimes it could be first visit.
