To set a baseline, a simple site like this should put critical content on screen in less than 5s, upgrading and improving it (below the fold) on further user interaction. http://rt.live remains 5 seconds too slow for many of the users it is designed to influence.

And lest you think "android and 3g...who has that?", consider the specs of the phones 10s of millions of americans get for "free" with their plans, or are provided by the Lifeline program. Those users *matter*.

Alcatel 1 or 1x is a cheap Android device here in the UK. Similar perf to a G4. There's a version available to test on WPT if you are interested in comparing results.

I love the 1x because it's such a hard target. Things are shifting a little in the device landscap, with networks getting faster and bottom-end getting more memory. The Nokia 2.2 is a device that will represent marginalised users well for the next few years.
