I get where you’re coming from but as someone who avoids frameworks like the coronavirus I feel confident in saying it’s impossible to look at any community as monolithic. Caring about performance is a mindset independent of the chosen library / framework.

What you say is true...but I'd like to suggest an additional layer of complexity: Without believing that any community is a monolith, we can still discuss it's primary goals, ideals, and venerations. Further, we can discuss the usual results.

I know folks deeply embedded in React community who care *tons* about performance and end-user experience. And yet, their work is not what is celebrated nor is it indicative of what I have come to expect when a conversation starts with "we built our new app on X, Y, and React"

They are nearly outsiders to their community. They use the tools, but in ways that aren't well understood, let alone discussed. Their values are _out of step_ with the community. We can discuss what communities center by the values of those on the edges.
